Performance based pay for teachers

I was recently speaking wtih a cousin of mine, who's going through a career change and getting his masters to teach (he's got an undergrad from MIT, and a grad degree from UCLA). During the conversation, I mentioned I like performance based pay for teachers, but both my cousin and brother shot me down, assuming that it would mean teaching to a test.

This proposal in DC is more along the lines of what I was expecting - the metric here is evaluations, as opposed to test performance. Granted, the OpEd is light on details, but it seems only logical teacher evals should relate to pay. Of course, there will be issues of favoritism, politics, etc, but this seems like a step in the right direction.
